The Uttar Pradesh Skill Development Mission (UPSDM) was founded in 2013 to address the youth’s needs for skill training in industry-oriented trades in a comprehensive framework using an integrated approach.

Objectives Of UPSDM (UP Skill Development Mission):

Coordinate the work of the State and Central Government-established institutions involved in skill development training. To offer youth aged 14 to 35 free vocational training relevant to employment, with the involvement of public and private training institutions.

To avoid forfeiting 20% of the training costs, the mission and the training providers have an agreement that requires them to place 70% of the beneficiaries in jobs.

The Uttar Pradesh Skill Development Mission is integrating five federally funded programs and one state-run Program under the skill development policy.

Personal training is provided through the Program for all young people in the state who, due to financial constraints or for any other reason, were unable to complete their secondary education beyond class 5 and are unemployed for lack of skill in a particular industry. Free short-term employable training has been arranged through providers and government training facilities.

  • Private Training Partners (PTPs) More than 500 training partners in all have been appointed.
  • Eligibility norms- With a three-year history and an average annual revenue of 20 million Indian rupees, the company must have trained and placed at least 2000 candidates.
  • Flexi MOU partners With the Flexi MoU, 38 prestigious industrial organizations, including Raymond, Coffee Day Global Ltd, Maruti India Ltd., Larsen & Toubro, G4S Secure Solutions India Pvt Ltd, and Future Sharp Skills Limited, have been appointed as training partners.
  • Eligibility norms- For flexi partners: a typical revenue of 1 billion Indian Rupees, a pledge to train at least 500 candidates annually, a minimum commitment of three years, and a placement guarantee of 80%.
  • Government Training Partners (GTPs)Government Training Partners (GTPs) include Polytechnics, Public Sector Units (PSUs), Companies, and prominent State and Central Government Institutions. There are now more than 282 GTPs on board.

  1. Skill Development Initiative (SDI): Scheme of the Ministry of Skill Development and Entrepreneurship, Government of India, for skilling all.

  • Reservation/ Priority criteria: to ensure 30% women’s participation

  1. Special Central Assistance to Scheduled-Caste Sub-Plan (SCA to SCSP): Ministry of Social Justice and Empowerment Scheme, GoI for skilling youth from SC/ST community.
  • Finance: Completely funded by GOI

  • Eligibility Criteria: 14-35 Years age group youth who belongs to scheduled caste only
  • Priority criteria: 30% women participation to be ensured
  • Placement Criteria: NA
  1. Multi-Sectoral Development Programme (MSDP): Scheme of the Ministry of Minority Affairs, GoI, for skilling Minority Youth.
  • Finance: Completely funded by GOI
  • Course standards offered: MES only
  • Eligibility Criteria: Minority candidates (Muslims, Sikh, Jain, Parsee, Cristian & Buddhist)in the age group of 14-35 years residing in the 137 Blocks & 17 town areas of 46 selected districts of UP.

  1. Border Area Development Programme (BADP): A Ministry of Home Affairs scheme, GoI, for skilling Border Area Blocks resident youths.
  • Finance: Completely funded by GOI

  • Eligibility Criteria: Residents of 19 blocks of seven districts sharing an international border with Nepal.
  • Priority criteria: 50% women participation to be ensured

  1. Building & Other Construction Workers’ Scheme (BOCW): A program run by the GoUP Labor Department for educating young people from families of construction workers with money from the Labour Welfare Cess Financing is fully funded by the GoUP.

  • Eligibility Criteria: The candidate is between the 14–50 age range and is registered with the BOCW (Building & Other Construction Workers) Welfare Board, as well as his wife, dependent unmarried daughter, and dependent son under the age of 21.

  1. State Skill Development Fund (SSDF): The UP State Top-up Fund was established to satisfy additional fund requirements (top-up) for various integrated projects. Used for non-priority category candidates and training purposes under strict guidelines.

2. Deen Dayal Upadhyaya Grameen Kaushalya Yojana:

DDU-GKY focuses exclusively on rural children from low-income families between 15 and 35. It supports the social and economic initiatives of the government, such as the Made In India, Digital India, Smart Cities, and Start-Up India, Stand-Up India campaigns, as a key component of the Skill India campaign.

Rural areas are home to more than 180 million people or 69% of the country’s youth population between 18 and 34. Over 55 million young people come from low-income families and are unemployed or working part-time.
