General Terms Of Empanelment:

  1. According to the RFP’s eligibility criteria, applicant organizations must be able to apply for empanelment.
  2. Only in this RFP shall a single entity submit its application, or it will be rejected.
  3. It is not permissible to apply with entities impaneled with HSDM.
  4. Applicants and their applications will only be accepted if they meet the eligibility requirements for each category.
  5. HSDM will form a Panel of startups as Training Providers, who may offer NSQF-aligned skill training to kids based on the applications submitted by Applicant organizations in response to this RFP.
  6. The empanelment term will be for a year beginning with the date of signing an agreement, and it may be extended for a year based on performance:
  7. Further to the T.P.’s continuing compliance with the empanelment requirements as they change and their performance under different skill schemes throughout the procedure, Documentary evidence for fitness standards and qualifications must be provided to HSDM at the time of empanelment renewal.
  8. In case of a change in law or other relevant reasons, HDSM reserves the right to modify or terminate the Panel sooner than the one-year expiration.
  9. Suppose a T.P. fails to remain eligible given the prevailing eligibility requirements (as changed occasionally) or fails to perform as per contract deliverables or other relevant reasons stated in writing. In that case, HSDM has the right to terminate the empanelment.
  10. HSDM does not guarantee income or job retainer fees. Empanelment is not a guarantee.

Haryana Skill Development Mission-Registration:

  • By submitting their application to the Mission, interested eligible organizations may participate in the Empanelment Process. Each applicant organization must submit a single application for empanelment purposes.
  • Eligible Organizations shall be considered for empanelment with HSDM and invited for a proposal presentation before the selection committee appointed by HSDM.
  • Along with the application, an applicant organization must deposit a nonrefundable processing fee of Rs.5000/- (Rupees Five Thousand only) as a demand draft in favor of the Mission Director, HSDM, payable at Panchkula.
  • All applicants must also submit the complete application/proposal on a flash drive and in hard copy to Mission.
  • After completing the Empanelment Process, work may be approved for Empaneled T.P.s via HSDM’s skill programs. For the execution of the given work order by HSDM, Training Providers must follow the SURYA Scheme Standards or respective scheme or program and Monitoring Manuals.

Any non-compliance will result in fines outlined in the documents above. HSDM’s payments for Training Provider’s completed works will follow the terms and conditions outlined in the documents above and the agreement.

The Training should be carried out with a maximum of 20 trainees in each batch and a minimum of 10 trainees in each set. HSDM’s instructions regarding the execution of the work order may be issued occasionally, and the Training Provider must follow them.
